Combat while on horseback - not functioning  [solved]

Hi,
I want to ask if combat on horseback is intentionally disabled?
It functions extremely poor in my game. Enemies are able to hit me with spells, arrows and melee based weapons. Animals are capable of attacking my mount, and sometimes my PC.
Yet it seems their hitboxes are incredibly small, or absent. So I see the hit animation of my PC, and see the weapon pass through the NPC enemy. But they take no damage.
Which means I have to ride away a fair bit (They follow and are able to strike me during the dismount animation while the game mechanics force my PC to sheathe his weapon, which is frustrating to say the least). After dismounting my PC must then re-equip his weapon before being able to engage in combat.

Is this intentional?

I am not using ECO or other combat/game modifications. I only use armor/clothing/aesthetic mods.

Combat on horseback is not integrated in Enderal.
For Skyrim, it was later integrated with patch 1.6 (I think).
Enderal only uses the Skyrim engine.
