Monastery Westgard

I am deep in the Westgard monastery. I am in a deep chamber with two levers that controls a set of iron gates.
On the other side of the gates is a set of stairs--it is completely submerged--and another gate. There is no other obvious way to open this underwater gate nor any way out of the larger chamber that I can see. I have looked for other levers or pull chains to open the submerged gate or a door somewhere else, but no joy.
Help!! How do I get out of here?!
