Into the Depths (4 lever puzzle question)

Hi all!

So I am at the quest Into the Depths where I need to find 4 levers to open up something for the train. I must be missing something blatantly obvious because I am stuck and I can't find anyone else with the same problem. My issue is I can find two of the levers - the ones on the lower floor, parallel to the train. There are two others somewhere and for the life of me I can't find them. I've searched that entire area to no avail. I guess my eyes are just running over them and I'm not seeing them, so can anyone point me in the right direction? Thanks!
