1.Download and install OBSE
http://obse.silverlock.org/

2.Install DirectX-Update
http://www.microsoft.com/en-us/download ... aspx?id=35

3.Download OBGE-Packages
http://oblivion.nexusmods.com/download/81267 & http://oblivion.nexusmods.com/download/81205

4.Extract the OBGEv3 Core archive you downloaded into your Nehrim\Data directory.

5.Open the OBGEv3 Standalone Effects archive you downloaded. Extract the contents of the "00 Core" folder into your Nehrim\Data directory.
If you want to use the Godrays effect, also extract the contents of the "01 Godrays Sunglare Fix" folder into your Oblivion\Data directory.
Oblivion Graphics Extender Support.esp is not required.

I highly recommend to use this tool for shader selection: http://oblivion.nexusmods.com/mods/40052

welcome to the forum :)

(never tried to use that myself, (and not sure what exactly is supposed to happen,) so I can only offer some general advise)

- what file is edited here? is there a write protection? (right-click on the file -> properties)
- could there be "some other process is using the file"? check the Task Manager (probably right-click on taskbar, use the detailed view)
- can you use admin rights?
