I finished the quest and the journal says he departed.
But he never stopped following me. How can I make him stop?

Could you eliminate or otherwise stop the NPC?
Unfortunately i don't know all possible problems in the english version, because i never tested it.
Alternatively you can upload a save here, maybe someone can think of a better solution.
