From looking at the ini changes the launcher setup, and certain game values, it is questionable if the developers know enough about the game's engine.
'iPreloadSizeLimit' doesn't have anything to do with the gameplay RAM, as mentioned in this post:

Many of the background settings and 'threaded' settings are useless and are either not implemented in the engine or defunct, they were also confirmed by the developers.

Boris, the creator of the ENBseries said that thread tweaks like iNumThreads shouldn't be used, because Skyrim wasn't designed to for splitting a lot of threaded process. "More threads, more issues."
Even changing the uInterior Cell Buffer is questionable since it stayed the same even in Fallout 4.
Also changing the default timescale cause all sorts of issues, from NPC schedules to quest timings. Enderal LOVES to constantly change the timescale and sometimes forget to set it back. Even the 'default' timescale it set is WAY too low to not cause issues like eventual mistiming. I've already seen issues like shops opening later and later and NPCs constantly crowding around doors.
