I found him (drunken beggar), but I can't find anyone to sell me brandy (not at Six Fishes). Actually,, none of the tavern keepers in Stormwend appear to sell anything at all. Is this a bug?

I have tried left & right clicking on them in my inventory, dropping them on my hero's portrait in the inventory window, tried to place one on a hotkey (wasn't possible). Maybe it's some kind of permanent bonus on some of your skills or guards from the temple like you more. But to be honest I don't know for sure.
