I was withing the 8am-8pm time window was the issue. I think they are just glitchy. I found the Mage's Cave and wrote up an article for the wiki.

Also the gates to the city were closed, so i had to cheat to get in
I was within the hours that the gate should have been open so I figured it was glitched, or did I skip something?

According to one of the loadscreens I can find a teleport to Erothim Spell in the Mage Cave there. Where do I find it? I found on the wiki that it is somewhere in the foreign quarter. Ill look around again and report back.

I finally managed to get the stone free

I had to tcl myself into the little cave where it was stuck and after about 5 minutes of stone adjusting I finally managed to pull it out. I'm having a great time exploring the gameworld, I hope this doesn't happen to anyone else!

How would I get tcl to affect the stone?
I can target it in console to get its ID?

I've found the stone after using tcl to search around outside the map. It is stuck behind the medium stone, just as I thought. Any tips on how to get it out?

I haven't saved many times, because I havent moved my oblivion saves yet, there are about 500 of them, and I figured that I would just keep 1 or 2 Nehrim saves to keep things organized for now. I will be making another folder for my oblivion saves, and I will save often from now on :P

I'll give it another look but I think what happened was I somehow shoved the oblong stone into the large stones hole, and now its stuck in there, so its effectively lost. No earlier saves :/
