updated: Created the ini file but still experiencing the same issue, going to try a reinstall

I followed the instructions as follows:
Created a new oblivion folder
Copy and pasted Nehrim onto the existing oblivion folder in the Steamapps/common/ path
Overwrote the files that needed to be overwrote
launched Oblivion from Steam

Everything looks and feels great, I've got no issues other than ...

That would make sense, Ive reinstalled it twice and i'm getting the same issue, perhaps it is my method on the install....who knows lol

Okay so I am running this through steam, the game is running, it has been updated completely but I can't see my hands in first person mode. Also when I am in first person mode my character's perspective makes me seem like a giant. I literally look down on everybody! Any help would be appreciated thx.
