I've notice that after a while the game starts getting lagger and lagger

Try "purge memory" option in your diary settings when this happens. Might help.
The game uses a lot of cpu/memory ( a lot of new games do).

PCB offers no help, besides memory usage is only 85% out of 2GB total. When ...

Ugh I'm getting hit now with lock-ups, controls completely freeze up, mouse quits working. If your walking you can't stop walking and just end up running into something. I can't even play for 10 minutes without it dieing. It seems to have started when I ended that Ayliad ruins in the dead zone :evil ...

Ok I think I broke this quest two ways.

I got the first keystone.
Instead of putting the keystone in the Alyied statue the scarecrow was pointing to, I put it the alyied statue that was near your starting mine (i found it early on)
This of course broke the quest, no way to get the other ...

I thought most of the scripting stuff was part of the oblivion.exe file (or in some cases obse).
The scripting engine itself is part of oblivion.exe and obse, but the scripts themselves contain references to objects in esm/esp files. So for example, a script might say, "if the player is wearing ...

The CM Partners esm is dependent on Oblivion.esm. I tried converting it but I'd still need to mess with the scripts and if I'm messing with the scripts I might as well do it from the ground up so I know where any errors are coming from.

Please do! I feel so along without a few companions. BTW CM Partners does come with an esm file so that should help. Also there's a obse mod that allows you to hotkey partners actions (wait, harvet, follow...etc) that should be converted to (I think that one doesn't use any oblivion stuff).
