I have solved the puzzle to raise the bridge. Now all I need are the, or a, key(s). I have searched the entrance hall and all possible locations for a key. Do I need a physical key or a spell, please?

Thanks, That eventually did happen when I restarted the game this morning.

I have reached the bell tower with the Chancellor standing on one side. I get stuck after I climb the final ladder and can't move. Nothing further seems to happen. Have I missed something during the chase? The Chancellor and Arantheal? had a conversation before I climbed the last ladder.
