Happening to me as well. Might be related to alt-tab in and out of game (?). Messages seem to reappear after a fresh load from save, then stop showing up again after some time.

Install Nehrim to some directory like C:\Program Files\Nehrim
Rename your existing Oblivion Data directory (C:\Program Files(x86)\Steam\steamapps\common\oblivion\Data)
Copy the Data directory from the Nehrim install into your existing Steam Oblivion directory.
Start the Nehrim launcher, point it to ...

I have heard of quite a few people stuck at the intro gate, unable to get past some of the awkward quests there. This is a real shame because once you get through the gate the world opens up and you can go wherever you want. And it truly is worth it, because the game is amazing.
