Actually the WANTEDs themselves are separate- those are bounty missions... but on the WANTED board itself there are also other papers on it that don't say WANTED when you mouse over them ...

These are part of the Darius' Treasure Hunt quest, you can start it at the WANTED boards there should be an ad for it pinned on them.

There's bit of this, I would say roughly 1/10th of the stuff you find will still be untranslated. All of the stuff important to the MQ is of course translated, but ocassionally little notes in dungeons and chests will be untranslated usually these are unique notes to the area you find them.

I get a sudden enormous performance drop in the majority of the Dark Forest. Literally slide show, I could barely get on my horse and ride away. If I look in a certain direction suddenly it stops but if I look back it slows to a crawl again.
