Sorry for the newbie question, but I didn't play Oblivion much, and I am not even sure if the skills and attributes are used in the same way in Nehrim.

1. What counts in a melee battle? The skills, the attributes, or both? If both, which counts more?

The only decent synergies you can get are with blizzard + fireball/inflame. blizzard + inflame is nice for large mobs in open spaces, and running up a narrow flight of stairs and casting blizzard near the bottom is a good way to bunch enemies up to make full use of fireball's small AOE

I've noticed something weird recently, you know how spell effectiveness is tied to stamina? For some reason, the bonus to spell effectiveness only gets applied when my stamina is below 100%. I've tested this by jumping a bunch of times, then checking my spell effectiveness as my stamina regenerates ...

As for there effectiveness it depends on if they stack or not,if they do you could launch a barrage of quick strikes:10x3 every second for 3 seconds
If they don't stack 3 seconds is about right between power strikes so its basically some extra damage
