I used a thorough approach. Unpacked vanilla bsa archives and exclamation marks gone. I guess the problem was with the name of these archives. They (names) could be different in localised versions and mods made using one of them could be incombatible with standard edition or another localised ...
I run Windows XP Sp2, and DVD version of Oblivion.
However your remark about the Launcher gave me an idea to check if it's working OK and I found something weird. See the screenshot:
