The solution was I just had to wait longer (~15-20 seconds) without touching anything. I would alt tab, push buttons etc and that makes it perma-freeze up. Thank you guys for your help, otherwise I would have not tried again.

When I level up to lvl 2 and assign my skills and click ok, the game freezes. It has happened multiple times at the same point.

In the launcher I have activated the data files "Nehrim.esm" "NehrimData.esp" and NehrimEnglish.esp". There are no other data files listed. I do not have oblivion ...
