I tried the task manager thing. My problem being that I am not sure what I am looking for exactly or what I'm even looking at sometimes.
Under Performance my memory seemed to being running about 50%.

I removed SKSE and don't see any changes. I haven't tried reinstalling but like you said that probably isn't the issue.

When I start up the game up the game it will be fine for an arbitrary amount of time and then begins to stutter. It does not lock up, freeze, crash, etc. It is more like my FPS just drops through the floor. The stutter lasts for 10 to 20 seconds and happens every 30 to 60 seconds. I have tried ...
