I'm having the same problem, just hit level 19 and now have 10 memory points invested into separate memories in the Keeper and Blade Dancer trees and I'm still Keeper/Adventurer or Keeper/Blade Dancer.
I've gone to the top of the trees and gotten the top memory and have not invested in any second ...
