The wind speed affects the grass and tree animation so yes it could be that the numbers were set to make the animations look right, not to match kilometers per hour.

I was working on a mod a while ago, and thought of working on it again, and want to make it compatible with Enderal. Part of it deals with weather and it needs to know the wind speed. For vanilla Skyrim and the climate mods out there it worked out fine for me to consider the wind speed stat of each ...
Lol don't panic. Once I knew it was working again I renamed the folder back to plain old "scripts" and just removed the sources folder. It still works. I have no idea what was causing the problem (which was an endless hang on startup.)
You didn't insult me but I do know where scripts go and how to compile and so on. I only copied script sources into any place having to do with Enderal, not pex files.

Hi. I'm not sure if this should go in the support or modding threads so if it's in the wrong place, apologies.
I tried to mod Enderal. I loaded it's version of Skyrim esm in the Creation Kit and here's what I did:
1 - changed the 3 flame arrow perks to give added value attack damage mods
