I've found the solution to the enderal launcher running the skyrim launcher: set skse_loader.exe and enderal launcher.exe to run as administrator.

There are over 2,000 seeds for the Enderal torrent right now. I don't know the statistics for the lifetime of the torrent but even so, 2,000 seeds is amazing!
