With my second playthrough now I am still getting an issue whenever I use a teleport scroll to any city, I get there and I cannot walk forward. May be a shot in the dark but have you tried making a new game to see if that fixes it?

I've gotten that quite a few times when spamming skill books. Once you level up it will fix itself.

Editing the .ini file and adding the .dll file did help. I'm still occasionally getting an in game CTD but not near as often as I was. So thank you.
