I see you have SMIM on your list. I heard people say there are NPC falling through the floor in Ark with it installed. I am not to Ark yet but can you confirm if this is still the case in Forgotten Stories?
You could try copying the Interface folder from the original install file. (You would need 7-zip or something to be able to get it out of the .gz download.) Or, if you don't have any other mods installed just complete reinstall Enderal again.

Glad you got it sorted! I would also recommend trying the inis posted in the Enderal FPS thread on this forum. They have greatly improved my fps in Enderal.
If you have a fast connection I would just rename your current Skyrim folder to Skyrim.ENDERAL or something and then let steam redownload Skyrim vanilla and try it out. You can then just delete the newest downloaded skyrim folder and rename your Enderal one back.

Bootcamp would be the easiest option. You can find Windows 7 pretty cheap nowadays.

The next thing I would check are game overlays. Steam, Afterburner, FRAPS, Xbox App DVR, etc. Make sure all of those are disabled or not running.
Also, If you restore your Skyrim install and play vanilla Skyrim does it still happen? If it just happens in Enderal maybe try an ini reset?
